That's in Art. IV, Sec. 2 of the South Carolina Constitution and therefore cannot be revoked by the legislature and executive alone, but also must be voted upon by the citizenry. (SC Constitution, Art. XVI.)
Oh, I know he can't get rid of it on his own, but it is notably absent from his list of weird laws.CC
