They have a Dangerous Dogs Act that categorically bans pit bulls, so as you would have predicted, people who want fighting dogs and attack dogs either smuggle the dogs illegal, cross-breed or just use another breed (Staffordshire terrier is popular). Police can't really tell the difference between one breed and another or a mutt, so enforcement is very difficult. Apparently for people living on housing estates (what we'd call the projects), a dangerous-looking dog is the equivalent of carrying a gun. Dog fights also are used to settle disputes.
